(1)She insisted on seeing her lawyer.
In this sentence, how can I tell if she mentioned thing happened in the past or thing will happen in the future?
Do I need to understand it in the whole context?

How about the following sentence?
(2)She insists on checking every shipment.

I'd appreciate for your help.

For the first sentence, the mentioned thing happened in the past.

"insisted on" is the past tense of the verb "insist on". The future form of "insist on" is "[shall, will] insist on" or "[shall, will] be insisting on" or "is going to insist on" or "is going to be insisting on". Of those choices, the first and third are the most commonly used options.

For the second sentence, the verb "insist" is in present tense. She currently checks every shipment.
