I'm trying to put a passage in Japanese into one in English. The following is what I have made. My question is about the comma.

People visiting Sapporo can enjoy a wide variety of attractions. Perhaps the most famous of these is the spectacular event called �The Snow Festival.� ( a ) is one of the most famous sightseeing spots. In summer, (b) are beautiful at night. During the Christmas season, there are many beautifully-decorated trees at Odori Park.

I�m wondering whether or not there should be commas.
(a)
1. The clock tower built near the City Hall in 1878
2. The clock tower, built near the City Hall in 1878,
(b)
1. the shining lights of the city seen from Mt. Teine
2. the shining lights of the city, seen from Mt. Teine,

My preference is #2(one with the commas), respectively, but I�m not sure.
What do you think?

(a) Use commas. You are adding information about the (presumably) one and only clock tower.

(b) Use commas. Without commas, you are saying that the city can be seen from Mt. Teine, but what you want to say is that the lights can be seen from Mt. Teine.
