I know you can say it's his or it's theirs. But can you really say it's its, like it's the dog's collar; it's its.???

I don't see why not, but normally you would spell it out to avoid confusion.
e.g. It's the dog's. |

I don't see why not, it means, belonging to a child, or animal of unspecified sex, but normally you would spell it out to avoid confusion.
e.g. It's the dog's. |
