When someone has been professional education, what does it mean?
What does it mean by "professional education"?

a) If your question is: When someone has 'had' a professional education, what does it mean?
- a prolonged (ie. - 4,6,8 years) specialized academic education leading to a formal qualification based on examinations by a regulatory body
some examples of 'professions'- Doctor; Dentist; Pharmacist; Nurse; Lawyer; Engineer; Pilot; Architect; Teacher; Professor; etc.
b) If your question is: When someone has 'been' educated by a professional, what does it mean?
- they have been educated by someone with a professional qualification

Sorry, I missed "in" in front of professional education.
"They (elementary principal candidates) were in professional education." |

Once again -
If 'they' = candidates for positions as principals of elementary schools
then - it would seem that 'they' were professionals in the field of education
(fully qualified and/or certified teachers / principals)
or - although less likely - as written, 'in professional education.' may possibly mean 'they' were educators of professionals (ie. - teaching at a teachers' college or teacher trainers) assuming that the 'profession' in question is 'teaching'
Altogether, not written very clearly....no wonder you have questions!
