Is the Kyoto Protocol a treaty or a contract? Are both okay? Please comment!

The Kyoto Protocol is a treaty. A treaty is a formal agreement between two or more states in reference to peace, alliance, commerce, or other international relations.


A contract is an agreement between two or more people or business for the doing or not doing of something specified. It is enforceable by law.
