At a glance, I would have to say number 2, if there is the assumption the king was sure/firm (resolute) about a decision.
I'm not 100% sure, but I think number 1 could technically be possible, though the meaning would be different. In that case "resolute" would be describing the manner in which the king was doing the action.
I'd suggest using a dictionary to see if both prepositions are possible with the adjective 'resolute', and how the meaning then varies.
