As far as I know, the word 'recommendation' is used as the form of 'a recommendation to do sth' or 'a recommendation for sth' or 'a recommendation of sth'.
So, in the quote I think that 'a recommendation for foreigners to resume imports' is right rather than 'a recommendation on foreigners to resume imports'.
Could you tell me if I'm right or wrong?
