I have two questions which are as follows.
1.In the example, what words can 'Since' be replaced with?
2.What's the difference between 'problem of trying to control' and 'problem in trying to control'?

"Since" can be replaced with "Because", although it is generally not correct to begin a sentence with Because.
In "problem of" the problem is trying to control the standards, but in "problem in" it is just one problem that is part of trying to control the standards.
