Hello Hiro -
'Fox' is a TV broadcasting company
'24' is a drama series produced/aired by 'Fox'
evidently...the scene in the episode is a 'stereotypical formula' (cliche) following scenes in Hollywood productions (movie/TV)
and bears little (or no) resemblance to the reality of actual C.I.A. interrogations
