There are 2 cars in this situation. The person who was asked the question was driving his car and hit another car. This other car was not moving.

stationary means "not moving." It does not mean "broken."

When a person is driving, he should notice and avoid all stationary things. If the other car had been moving, the accident could have been the other driver's fault.
