When you refer to leaders who are women, how would you say? Women leaders or woman leaders?

I would say woman leaders. Adjectives in English don't have to agree in gender, number and case with the noun they modify.

Here's another possibility:

There are currently two women leaders representing California in the U.S. Senate; Barbara Boxer and Dianne Feinstein.
