The captioned New York Times headline is an
abbreviation of " Fed Chief is bleak on Economic Outlook."
My understandiing is:(a) is OK, but (b) is unacceptable.
(a) Something is bleak.
(b) Someone is bleak.
Am I wrong?

So so.
(a) is technically correct. But we can say (b). When we say "He is bleak on/about such and such," it means he has a bleak view or opinion about such and such.
