While his team continues to refine the technology�it�s still more expensive than direct cola combustion�Li is lobbying the government to construct a $600 million demonstration plant and he is optimistic he will see it constructed.

My question is: what does "it�s still more expensive than direct cola combustion" mean?

I think "cola" is a mistake, and it should be "coal". "Coal combustion" would be the burning of coal.
