Please help me understand the following better.

You are required to assume duties on 01.11.1986. Your appointment will commence from the date of taking over duties. You are required to report to Director of Training of Police Training School between 14:00 to 16:00 hrs on 01.11.1986.

I find it strange. Weird English. But I have to figure out what it says. Please help. Would you please rewrite? "Required to report" means "having to talk to the Director in person"???

Report to does not necessarily mean talk to. It means meet with, but it is understood that you are an underling and the Director is a superior who will give you orders and tell you what to do or where to go. So you may not actually do any talking except to say "I'm here" and a lot of "Yes, sir"s.
