Which, #1 or #2, is appropriate for the blank below?
1. does, however, rise
2. does rise, however,
3, Either of the above is appropriate.

The Maldives in the Indian Ocean is a country made up of 1,180 islands. Eighty percent of the country sits less than 90 centimeters above the water�s surface. If sea levels rise 50 centimeters by the year 2100, as one study predicts, most of the Maldives will be swallowed by the ocean.
Tourism is a very important business in the Maldives. If the ocean ( ), the seawater will kill the trees and plants, and tourism will die out.


I feel #1 is appropriate, while a friend says #2.
