Hi All,

I have the confusion in using has, have and had.

1) Committee members have raised the concern regarding this issue.
2) Committee members had raised the concern regarding this issue.

May i know which is the correct one ?

Both are correct, Nsing.

'Have' is used when the "issue" is still current - that is, when the issue remains relevant when the sentence (#1) is being spoken. Use 'have' when the "something" began in the past and continues currently. Ex: Many have questioned whether or not globalization is in the best interests of the people of the world.

"Had' is used when the issue is in the past. It began in the past and was completed in the past. It may still be of interest today, but it is no longer ongoing. We use this when we are talking about the past and want to refer to something further in the past. Ex: During the Watergate years, the US was in political turmoil. The country had already been through the difficult years of the Vietnam War, ...
