Please look at this sentence:
1. Referees often have to make difficult quick decisions.
2. Referees often have to make difficult, quick decisions.
Which one is correct? I think #2 is correct. Why?

No. 2 is right. The decisions are both difficult and quick. The comma takes the place of the and.
