Is "What's with ~?" same as "What's up with~?" in meaning?

You might hear either one interchangeably, but there is a slight difference between the two.

"What's up with Joe?" means, What is Joe doing? What's happening to Joe? Why did Joe do that?

"What's with Joe?" means, What's the matter with Joe? What is bothering Joe?
