As I know, "I'm on cloud nine." means " I'm very happy."
However, I also know " cloud nine" is used as a drug name.
When using "cloud nine" as a drug name, people say " I'm on cloud nine" or "I'm on [u]the[/u] cloud nine." ?
What I mean is if "I'm on cloud nine." can be used both as a positive meaning and as a negative meaning. |

In this case, yes, you can use the expression to be on the drug as a pun for the original metaphor. When talking about drugs (legal or illegal), you typically don't use an article before the drug's name. Example:
He's high on cocaine.
