I think that 'She looked as if she had been a dozen years ago, before the wasting away had begun.' is correct rather than it.
Am I right?

The first sentence does make sense, and, sorry, you are not correct.
You are correct in recognizing that there is a missing participle verb that is understood in the first sentence, but you picked the wrong verb. The missing verb (that can be omitted) is the participle form of the core sentence's verb.
For example:
He ran as he did (run) before he injured his ankle.
She wrote as well as she had (written) before she developed depression.
