I received a soliciting mail with this in the subject line. Can you tell me what does "stand as" mean here?

It means, can you act as the investor, can you take the place of the investor.
Most likely it is one of those e-mails trying to get you to send your personal information so they can take your money, while pretending that the sender will be sending you lots of money soon.
Where did you get the phrase?
