During the class, when my cell phone rings and I want to answer it, what expression above is most appropriate in order to get permission from a teacher?

#2 is the best expression to use.
#1 is not correct.
#3 is a question about being able to talk on the phone. This would mean you are asking for permission to talk for a duration of time in the class. You may have already answered or made a call when this question is asked.
#4 is a question that means you want to make a call. That you will dial and call someone, not answer a call.
