Please look at this:

What is the most suitable mood describing the situation?
1. romantic 2. anxious 3. humorous 4. gloomy 5. calm


I wonder whether or not this makes sense.

Yes. Would it help if they wrote it as:
What is the most suitable mood that describes the situation? Question

Subject is What
Verb is is
Predicate nominative is mood
