"If the baby has trouble [u]raising[/u] her head because of a weak back or shoulders, try placing a blanket under her chest."

In this sentence,
1. "to raise" can be used instead of "raising"?
2. If #1 can be, the meaning between them is the same?

The sentence that you wrote is correct and we cannot change "raising" to "to raise".

"Raising" is a gerund and must come after "to have trouble".
