Hello Whatdaheck -
It could be rude if the speaker uses a rude 'tone of voice' -
if said in a casual/offhand manner....it would not necessarily be rude.
'an air' = appearance/manner/style or atmosphere

In that case, it would depend on the context/situation/circumstance.
If you wish, provide an example or two with context and it should be easy enough to determine wether it is intended to be rude or not.

If it's just a simple open-ended invitation - No...it does not sound rude.
If you just slammed the door shut on someone....
