What is the meaning of "only to flag"?
Mr. McCain has already vowed to “whip” Mr. Obama’s “you-know-what” tonight. Of course, he has signaled such a get-tough approach before, only to flag. _________________ Hiromichi |

It means that he has promised to do that in the past, but has failed to do it.
