What is the meaning of "only to flag"?
Mr. McCain has already vowed to “whip” Mr. Obama’s “you-know-what” tonight. Of course, he has signaled such a get-tough approach before, only to flag.

It means that he has promised to do that in the past, but has failed to do it.
When someone flags, he does not give it the full effort, so may not succeed.
