Conditioned as we are to passive learning, it is not surprising that we depend on it to communicate with others every day.

What does "Conditioned as we are to passive learning" mean? Shall we say "As we are conditioned to passive learning instead?

You can say, As we are conditioned to passive learning, or Because we are conditioned...etc.
