Q : In the above sentence, what are the pronunication, meaning, and grammatical function of 'live'?

It's pronounced LAIV (l -eye-v)
It is an adjective that modifies 20 to 40 young.

It means they are born alive. i.e. not dead. Not as eggs, but living from the moment they exit their mother.
