In the following sentneces, in #1, 'was' instead of 'is' and in #2, 'had taken' instead of 'took' seem grammatically right. What's your opinion?

1. It is proven by food scientists that kimchi offers many health benefits.
2. It was determined by the police tht the crime took place 11: 30.

1.When a thing is proven, it remains so. In this case is is correct and fits with the present tense following (offers) .
I guess you could say, It was proven by food scientists that Kimchi offered many health benefits, if you want to refer to the actual time this was discovered.

2. You can use, "had taken place." In fact it is probably better English to do so.
The police determined (in the past) that the crime had taken place at 1130...(even further in the past).
