Hi Hanygeorge38,

According to Cambridge Dictionaries:

Reserved - to keep something for a particular purpose or time

http://dictionary.cambridge.org/define.asp?key=67175&dict=CALD

The author of the quote is saying that previously, the word 'cheers' was kept (in the language) solely for the purpose of making a toast. It is another way of saying that the only use for 'cheers' was in making toasts. No doubt, the author goes on to say that the use of 'cheers' has expanded in recent times.

Cheers!
