This is a quote from an article analyzing the script of the movie Training Day:
"Madness--This is a particularly active element in Training Day because Jake's whole world gets turned upside down. He's getting stoned out of his mind on PCP first thing on the job."
What does "getting stoned" mean?

It means becoming intoxicated by taking drugs or alcohol -- in this case, PCP, a powerful horse tranquilizer that some humans take to get stoned.
