What does "last hired, first fired" mean? Is it a fixed idiom?

| It has to do with seniority in a workplace. The last person who was hired to a company has the least amount of seniority, therefore, if a company needs to let someone go, or fire them, the last person who was hired to the company is the first one to be fired. |
