It doesn't really mean anything on its own. It is a catch phrase. I would have to know the context in which it was used to understand what it means.
I searched for the term in Google, and this is what the Wikipedia page said about the phrase:
"Turn on, tune in, drop out" is a counterculture phrase coined by Timothy Leary in the 1960s. The phrase came to him in the shower one day after Marshall McLuhan suggested to Leary that he come up with "something snappy" to promote the benefits of LSD."
And to be honest, I still don't understand what he means. |

It meant:
Tune in: Start paying attention to things.
Turn on: Start taking drugs.
Drop out: Quit participating in the culture and join the counter-culture.
