It's hard to say WHY any feature of language exists, but all languages seem to use idioms. Maybe partly because they can be fun, and because they give the speaker and listener the feeling of belonging to the same culture - or "being on the same wave-length" to use an idiom.
In Indonesian, I believe, you might use an expression such as "Jam karet" or "rubber time" if someone asks when the bus will come. You don't really mean rubber, so a foreigner might be confused. You mean the arrival time is as flexible as rubber.
You can't create them - nobody would understand. If you come across one, you can look it up in a dictionary of idioms.
