In the quote, what does 'last February' mean?
Does it mean 'on February last year' or 'at the end of this February'?

It means during the last(the most recent in time; latest) month of February before the present time.
If I said, "last February" to you now, I would mean February 2008.
"Next February", would be Feb. 2009. |
