(1)He may appoint her to head the Institute for Foreign Affairs and National Security.
(2)He may appoint her to head of the Institute for Foreign Affairs and National Security.
Which is correct?

Both are correct. In the first sentence, "head" is a verb; in the second it is a noun.
He may appoint her to (the posititon of) head of the Institute........ |
