(2)He may appoint her to head of the Institute for Foreign Affairs and National Security.

Which is correct?

Thanks a lot as usual.

Both are correct. In the first sentence, "head" is a verb; in the second it is a noun.

He may appoint her to (the posititon of) head of the Institute........
