Some firms have toyed with the idea of (jokingly suggested) charging overweight travelers for two seats, but it is not a practice that has taken off industry-wide.
What does "off industry-wide" mean?

'Industry-wide' refers to an idea or practice that is common within a particular type of company, airline companies in this case.
In your example it means that the idea of charging overweight people for two seats may have been suggested by a few airline companies but industry as a whole (the vast majoirty of airline companies) have rejected the idea. |
