(2)The event is aimed to appeal to the young generation.
Which one is correct?
(1)They took an action to reduce fuel costs.
(2)They took action to reduce fuel costs.
Is 'an' always needed?

The active voice is generally preferred over the passive.
(2)They took action to reduce fuel costs.
You "take action" the "an" is unnecessary and most likely there is more than one action required. |

Took an action implies they did one thing only to reduce fuel costs.
