In the following sentence:
"if the child barely misses an independent solution of the problem-the solution is not regarded as indicative of his mental development."
Did the child miss an independent solution? Can I interpret the part with "barely" as, "if the child managed to carry out an independent solution of the problem"?

If you barely miss something, it means you almost hit (or get it).
So this means, ~If the child is very close to solving the problem without outside help, the solution is not considered an indication of his mental development.
The original is in very opaque, but I think it means if he nearly gets it right, then you don't fault him for getting it wrong. |

No. They do not mean the same thing.
Indicate means to point out, or show; to be a symptom or sign of; to strongly imply.
To index means to record in, or supply with, an index |
