Hello!
These are two romantic phrases--they sound like they could have been written for Valentine's Day cards!
"To speak to the heart" means to say or do something that appeals to the emotions, rather than the intellect or mind. It's not a formal way of talking. When someone says, "It spoke to my heart," they mean that they were touched in a sentimental way. It's a positive phrase.
Examples:
"When I read the poem, it really spoke to my heart."
"When they raised my country's flag, I felt tears come to my eyes. It spoke to my heart."
"When Obama gave his Inauguration speech, it spoke to many hearts. People were eager to hear his encouraging words."
"If you want to speak to her heart, send her roses on Valentine's Day!"
"You say it best when you say nothing at all" means that you are able to convey your love and affection without words. You might do something loving, or use facial expressions, or touch, to let the other person know how much you care about him or her. The sentence is saying that actions can speak louder than words when it comes to demonstrating love.
