Here's how I would paraphrase this:

"...an act which demonstrates the uselessness of integrity and following rules, and encourages everyone to just behave as recklesslessly as he or she wishes."

"Deuces wild" is an expression that comes from the card game Poker. All four of the 2 cards in the deck are "wild," which means they can be used to match any other card in the deck. For example, a 2 can be matched with a 5 or a Queen or a 10 or a King...any card! What happens is an increased chance of getting a better hand--but it's random luck. So, "deuces wild" means anything goes, or anything can happen.

Does this make sense?

Just a clarification: Deuces are not always wild in poker, only if agreed by players or announced by the dealer. Ordinarily, nothing is wild, but any card can be wild, not just deuces, depending on what the dealer declares.
