At [1], can I abbreviate "As"?
And then If so, does [2] come from [1]?
What structure does it have at first?

Are you asking whether 'As important as it is' has a name?
If so, then I think it's known basically as an adverbial. There are different kinds of adverbials though. This one (I think!) is known as an disjunct because it tells the reader something about how the writer feels.
You are telling the reader you feel something is important. |
