According to the U.S. Justice Department, the number of Americans who have been / were in prison in 2004 was close to seven million.
At the sentence, which one is suitable, "have been"or "were'? |

Hi!
The correct answer is "were." Since the sentence was completed in the past--2004--the simple past tense is used.
