Hi,
The majority of native speakers would say
The river is getting dirtier and dirtier.
Just as many teachers in this forum, I think carefully before pronouncing something absolutely stone cold wrong; however, I think you'd be hard-pressed to find an educated native speaker who would let more and more dirty slide.
Adjectives ending with -y normally take the -ier form in the comparative, and I'm the one who is hard-pressed to think of a single exception.
