1. To receive a Seniors Card you must be a Queensland resident.Applicants for a Queensland Seniors Card must have their principal place of residence in Queensland for at least six months of the year.Additionally this address must be registered with at least one of the following government agencies:
If you meet these criteria and your principal place of residence is in Queensland,you can apply for a card.However, if you live primarily in another Australian state,you will need to apply for a Seniors Card from the office closest to your home.
How can a man who lives primarily in another Australian state apply for a senior card since he doesn't meet the criteria of having principal place of residence in Queensland?
2. The demand for water is off the chart.People are looking for freedom from water distribution systems that are shaky and unreliable.
What does "off the chart" mean in this sentence? Is it a fixed phrase?

In the first sentence where they say "To receive a Seniors Card you must be a Queensland resident," I believe they are specifically referring to a Queensland Seniors Card. I think the idea is that if you live in some other Australian state and wish to get a Seniors Card from that state, you will need to apply at the office nearest your home in that state. Or so it appears to me.

Yes, off the chart is an expression. If something is off the chart, it has risen to extremely high levels and is probably still rising. You could also say it is skyrocketing, or has skyrocketed. That would give you a similar meaning.
To get a mental picture of this expression, just imagine a chart showing the price history of a stock that has risen tremendously over the past few months. Imagine that jagged line going higher and higher as that price has gone up and up until it reaches the top of the chart and...WOW! It's gone so high the chart can't even show it anymore--you've run out of chart! It's off the chart!
