1. It means that "limited to no more than," hence no one will pay more than �3,000 per year, but presumably some will pay less.

2. One might reasonably argue that the government should pay for biofuels produced on lands that do not produce foods � tree crops, grasses and wood products � but there is no reasonable argument for the government to pay farmers more for biofuel crops than for edible crops.
