1. University tuition fees are currently capped at �3,000 annually, but this will be reviewed next year and the Government is under enormous pressure to raise the ceiling.
What does "capped" mean in this sentence?
2. Second, the U.S. and Europe should abandon their policies of paying partly for the change of food into biofuels. The U.S. government gives farmers a taxpayer-financed payment of 51 cents per gallon of ethanol changed from corn. There may be a case for biofuels produced on lands that do not produce foods � tree crops, grasses and wood products � but there's no case for the government to pay to put the world's dinner into the gas tank.
Can you paraphrase the underlined sentence?

1. It means that "limited to no more than," hence no one will pay more than �3,000 per year, but presumably some will pay less.
2. One might reasonably argue that the government should pay for biofuels produced on lands that do not produce foods � tree crops, grasses and wood products � but there is no reasonable argument for the government to pay farmers more for biofuel crops than for edible crops. _________________ You live a new life for every new language you speak. -Czech proverb |
