During the Civil War, Gnenral Ulysses S. Grant seemed to value onions so highly that he wrote this message to the War Department: "I will not move my army without onions." They sent him three wagonloads. It may have been (A)( to prevent/preventing) certain diseases. Or they may have been used to purify wounds.

In this question, the answer was "to prevent".
I think "to prevent" in this sentence was used to talk about the purpose of Grant's behavior(It). However, "to infinitive" to talk about the purpose doesn't seem to be used as a direct complement of "be". What's your opinion?

Yes, clearly it refers to the purpose of Grant's behavior.
