3. What kind of cruises are available? Correct, but see note.
4. What kind of cruises is available? Incorrect
Note: The whole issue of using kind of or kinds of with singular/plural/countable/uncountable/concrete/abstract/whatever nouns has a long and colorful history that goes all the way back to the days of Shakespeare, and probably earlier. However, some people would use kinds of here.
