You would use in 1990 for something that happened at some point in the year 1990: John was born in 1990. I lost my wallet in 1990.

You would use during 1990 for something that occurred over a period of time in the year 1990: During most of 1990, I worked on a painting of my daughter.

There is no real use for on 1990 that I can think of.

You would use the 1990s for things that occurred in the decade 1990-1999: In the 1990s, no one could have predicted the terrible events of 2001, and how they changed everyone's outlook.
