In the following sentence, is "pertinent" used properly to mean "proper" or "appropriate"?
Through Concordance, the students can learn whether the words [ they try to use] are pertinent.

I would say that the word pertinent means what it normally means: appropriate; relevant; pertaining to the matter at hand.
